ONE BIG THING: HOMELESSNESS IN HOLLYWOOD IS CHANGING
What Happened?
Hollywood 4WRD and RAND recently conducted a community homelessness count and released new data that provides new details into unsheltered homelessness in Hollywood.
The topline finding is encouraging: after a significant decline in 2024, overall homelessness in Hollywood remained largely stable over the past year.
The data also reveals an important shift in who is experiencing homelessness and how people are living on our streets.
Key Findings
- Homelessness declined significantly in 2024 and remained largely stable in 2025.
- Encampments and tent dwelling have declined dramatically over the last four years.
- More people are now sleeping completely unsheltered ("rough sleeping") or living in vehicles rather than in tent encampments.
Why it Matters
Accurate, neighborhood-level data helps us focus resources where they're needed most and adapt our strategies based on what's actually happening on the ground.
“Rough sleepers” are often harder to reach than people living in encampments. They move more frequently, are less connected to services, and often face significant physical or mental health challenges that require greater coordination with the County and other service providers.
What’s Next
As the data shows fewer encampments but more rough sleepers, we're adapting our approach to better reach people who are disconnected from traditional services and housing resources.
Hollywood Hub Services
One key challenge in helping rough sleepers move indoors is that they are often less connected to community services than people living in encampments or vehicles. That's why we recently launched the Hollywood Hub — a first-of-its-kind drop-in center providing critical support without requiring an appointment.
The Hub offers meals, showers, laundry services, case management, housing navigation, and connections to long-term support for rough sleepers and unhoused residents across Hollywood. By creating a centralized location where people can access services, we're making it easier for outreach teams to build relationships and connect residents with housing opportunities.
We receive around 150 residents at the Hollywood Hub every day, and we’ve seen incredible impact within the first six months of opening:
Investing in Intensive, Targeted Outreach
We're also expanding our focus on intensive outreach for residents with the highest needs.
Through partnerships with Healthcare in Action, LA County Department of Mental Health teams, and other street outreach providers, we're expanding efforts to connect people experiencing serious mental illness and substance use challenges with treatment, services, and housing opportunities.
At the same time, we're opening new interim housing beds across the district that are paired with intensive case management, mental health care, and addiction treatment. By bringing together outreach, treatment, and housing, we're making it easier for people to move off the streets and into long-term stability.

As we follow the data and best practices to address this crisis, one thing is abundantly clear: lasting progress will require sustained investment, strong partnerships, and continued commitment from every level of the community.
