Request For Funding

Thank you for your interest in applying for CD13's Discretionary Funding!
 
 

Our office is pleased to announce that the Council District 13's Discretionary Funding Requests Portal is now officially open! It will remain open as of today Monday, February 9, 2026, and will close by end of day on Friday, February 27, 2026.

Investing in our community is a top priority for CD13. Through these partnerships, CD13’s discretionary funds support organizations helping to beautify the city and better the lives of local communities. We are proud to support projects that strengthen and serve our community, like:

  • Cultural events & Celebrations (i.e., Ukrainian Pysanka Festival, Baryo HiFi)
  • School events (i.e., Dorris Place Fall Festival, Vine St. Elementary Clean Up)
  • Programming & Workshops (i.e., Adaptive Social & Recreational Programs for disabled youth, Tenant Resource Clinics, Know Your Rights Workshops)


Funding Limit: Each organization may receive up to $5,000 in discretionary funding.

 
The funding request window has officially opened! For any funding-related questions or concerns regarding our office’s discretionary funding allocation process, please feel free to send an email with the subject line “CD13 Discretionary Funding” to Councilmember.Soto-Martinez@lacity.org
 

Please note: If multiple applications are submitted on behalf of the same organization that exceed this amount, the application(s) will be deemed void.

You MUST apply before the closing window and provide the following forms:
 
  • W-9 
  • Business Tax Registration Certificate (BTRC)
    • Learn more about BTRCs and how to register here: BTRC Registration Information
    • Example BTRC Document
  • IRS Nonprofit Determination (501(c)(3 )Letter 
    • If your organization is not a nonprofit, please submit your Articles of Incorporation 
  • Detailed Itemized Invoice
    • Name of the organization and mailing address
    • Billed to: The Office of Councilmember Hugo Soto-Martinez 200 N Spring St., Room 480, Los Angeles, CA 90012
    • Invoice date
    • Description of each item or service
    • Cost per item or service
    • Total amount requested
       
Note: If you are a business, please state that on the application, and only the W9, BTRC, and Invoice are required
 

Priority consideration will only be given to applicants that are nonprofit organizations. Applicants must also possess a valid Business Tax Registration Certificate (BTRC) Number. Additionally, applicants should be based in, provide services in, or strongly connected to, Council District 13, and be requesting $5,000 or less.
 

Reimbursement: Most allocations are processed as a reimbursement after the receiving organization has already spent the funds. Please indicate on your application if this would not be possible in your case.

If you have a request related to an event, including rental equipment or street closure fees to the Bureau of Street Services, please reach out to our office directly at councilmember.soto-martinez@lacity.org, and include your BSS Special Event reference number for consideration.
