Our office is pleased to announce that our 2026 Discretionary Funding Request Portal is now open and accepting applications.
You can submit your application for discretionary funding by clicking this link.
As a reminder, the following documents must be submitted to be eligible for consideration:
- Business Tax Registration Certificate (BTRC)
- IRS Nonprofit Determination 501(c)(3) Letter
- If your organization is for-profit, please submit your Articles of Incorporation
- W-9 (must be correctly filled out, signed, and dated)
- Detailed Itemized Invoice
- Name of the organization and mailing address
- Billed to: The Office of Councilmember Hugo Soto-Martinez 200 N Spring St., Room 480, Los Angeles, CA 90012
- Invoice date
- Description of each item or service
- Cost per item or service
- Total amount requested
