BY THE NUMBERS: HOUSING & HOMELESSNESS IN DISTRICT 13
This week celebrated the opening of the Jan Clayton Center – a 52-bed interim housing facility with wrap-around services consisting primarily of single-occupancy rooms, with ensuite bathrooms shared between two rooms.
In light of this small milestone, we want to evaluate where we are in District 13 when it comes to housing and homelessness – by the numbers:
Interim Housing
• The Jan Clayton Center represents a 13% increase in our district’s interim housing capacity.
• We’ve housed over 400 people in motel/hotel rooms through Mayor Bass’ Inside Safe program just in District 13.
• Since taking office, we've lowered the vacancy rate in our shelter beds from above 30% to less than 5% on any given night, meaning that beds are no longer sitting empty in District 13.
2024 LAHSA Homelessness Count
• In District 13, the LAHSA Homelessness Count raw totals showed a 38% decrease in unsheltered homelessness.
• It also found an 8% increase in sheltered individuals, which is a positive development since these are people who used to live on the streets and are now living in interim housing sites like Inside Safe and the Jan Clayton Center.
• Citywide, homelessness decreased for the first time in over six years.
• The City of LA is still home to over 45,000 unhoused people.
Permanent Affordable Housing
• Over 2,500 new affordable housing units in the pipeline just in CD13 since we took office. In comparison, just over 4,000 affordable units were completed in CD13 during the entire 10 years prior to us taking office.
• Approval time for 100% affordable projects decreased from an average of 8 months before ED1 to only about 40 days now.
• Permanent supportive housing placements are at an all-time high across the city.
• 73% of renter households in LA are rent-burdened, spending over 30% of their income on rent. The inability to pay rent is the #1 driver of homelessness.

1. CicLAvia 🤝🏻 Access to Hollywood
We were thrilled to see so many of you at our booth during CicLAvia – Meet the Hollywoods saying hello and grabbing a t-shirt.
Over the course of the day, thousands of people explored 6.6 miles of car-free streets, supporting local businesses, connecting with community resources, and enjoying some exercise along the way.
Events like CicLAvia allow us to reimagine what our streets could look like. We loved hearing your thoughts on the Access to Hollywood bike lanes, and we’re excited to keep the conversation going so we can transform Hollywood into the star it deserves to be.
2. Back to School in District 13
School is back for LAUSD, and schools across LA. This week, we stopped by Rose and Alex Pilibos Armenian School in Little Armenia on their first day of school to celebrate their newly renovated gym and recognize their 55th Anniversary of educating generations of students in the Armenian community.
